City Clerk / Finance Director

We serve citizens by providing a range of services that include billing and collection for electric, water, sewer and sanitation utilities; recording and maintaining the official records of the City and provide public information to officials, public, and City staff; provides access of open records information; Russell City Cemetery records; registration for animals; voter registration; permits for solicitors; licensing for arborists, sale of fireworks, cereal malt beverage and alcohol establishments  The City Clerk serves as the City’s Freedom of Information Officer.

The Finance department is responsible for the administration of financial and fiduciary operations of the City. The department is responsible for preparation of financial statements, assisting in the annual budgeting process, investment of public funds, debt management, grant and project accounting, accounts payable, accounts receivable, and inventory accounting. The department also supports and manages the City's accounting software and assists in risk management activities.
